What happened
On Sept 27, 2026, the White House released two lists of goods picked for lower tariffs under a new U.S.-China "30-for-30" framework. The U.S. Import List names 77 kinds of Chinese goods for possible lower U.S. tariffs. A second list names U.S. goods for lower Chinese tariffs.
Each list covers roughly $30 billion of trade at 2024 values, about $60 billion in all, according to the terms of reference. The two countries will consider the lists "with a view toward providing reduced tariff treatment to those goods in a reciprocal manner," according to the White House release. The lists are the first output of the new U.S.-China Board of Trade.
What's on the list
The 77 lines are everyday consumer goods: sports and games gear, home textiles, small appliances like microwaves and coffee makers, home goods, baby gear and toys, and holiday items.

The list also includes fireworks under 3604.10.90 and filament Christmas-tree lamps. LED string lights are not on it. Eight lines are Ex-outs, all of them baby gear and toys, so only products matching the description qualify. The toy line (9503.00.00) leaves out toys with radio, Wi-Fi, Ethernet or Bluetooth.

What it does not do yet
No tariff has been cut. The framework does not say which tariffs would fall, by how much, or when.
Any cut will be "determined and implemented in accordance with each side's domestic legal processes," according to the terms of reference. In the U.S., that means a presidential action or a Federal Register notice setting the new rates.
Until then, every line on this list pays today's full duty. Depending on the line, goods from China can owe regular duty plus Section 301 tariffs, so check your code in the table above.
What importers should do now
Treat the list as a possible upside, not a plan. Four checks:
Find your code. Match your 8-digit HTS code to the table. On an Ex-out line, check your product against the description. Toys with radio, Wi-Fi, Ethernet or Bluetooth are out.
Price at today's rates. There is no start date, so don't hold orders or cut prices waiting for it. Run landed cost at today's rates in the Gateway tariff calculator.
Get your classification records ready. If cuts come, have specs, photos and any rulings that show your goods fit the line, especially on Ex-out lines.
Watch Nov 9 too. The 178 Section 301 exclusions and the China ship fee pause end that night unless USTR extends them. See our Nov 9 guide.

What happens next
The next chance for news is the November and December summits, where U.S. and Chinese delegations are expected to meet (PPAI).
Who decides: Treasury Secretary Scott Bessent and U.S. Trade Representative Jamieson Greer for the U.S., and Vice Premier He Lifeng for China. Their deputies meet at least quarterly (working procedures).
How the list can change: the deputies will track trade in these goods and may propose adjustments, but not more than once a year. They may also propose adding products (terms of reference).
We will update this page when new rates or a start date are announced.
